The habitability of buildings for public use

No doubt that the new proposals generated by Zaha Hadid found views. Thing is to see the comments in articles such as his proposal for the Guggenheim in Lithuania, Maggie Center in Scotland or the bridge freshly opened at the Expo Zaragoza in Spain.
But in this case, his proposal for the extension of the Middle East Center at St Antony College in Oxford was rejected by the CABE (Commission for Architecture and the Built Environment) for reasons quite objective, considering that the southern wall behind the glass which houses the archive and reading rooms, could generate high temperatures in the interior making it somewhat enjoyable for its users.


A good position on the part of CABE to ensure the habitability of buildings for public use. How many buildings that we normally would like us who have gone through a committee like this?
